{"id":2544,"date":"2026-10-29T15:54:09","date_gmt":"2026-10-29T15:54:09","guid":{"rendered":"https:\/\/sociedadyseguridadsocial.org\/?p=2544"},"modified":"2026-10-29T15:58:57","modified_gmt":"2026-10-29T15:58:57","slug":"ars-acumulan-beneficios-por-rd5580-millones-pero-persisten-retos-en-la-proteccion-de-los-afiliados","status":"publish","type":"post","link":"https:\/\/sociedadyseguridadsocial.org\/?p=2544","title":{"rendered":"ARS acumulan beneficios por RD$5,580 millones, pero persisten retos en la protecci\u00f3n de los afiliados"},"content":{"rendered":"<p data-pm-slice=\"1 1 []\"><strong>29 de octubre de 2026.<\/strong>\u2013 Las Administradoras de Riesgos de Salud (ARS) acumularon un saldo positivo de RD$5,580.2 millones entre enero de 2008 y septiembre de 2024, seg\u00fan los datos de la Superintendencia de Salud y Riesgos Laborales (SISALRIL) citados por el especialista en seguridad social Arismendi D\u00edaz Santana.<\/p>\n<p>En su art\u00edculo de opini\u00f3n \u201cSituaci\u00f3n de las ARS 18 a\u00f1os despu\u00e9s\u201d, publicado en Acento, D\u00edaz Santana se\u00f1ala que los resultados financieros fueron diferentes entre las aseguradoras p\u00fablicas, privadas y de autogesti\u00f3n, y sostiene que estos balances deben analizarse junto con la calidad de los servicios y la protecci\u00f3n financiera de los afiliados.<\/p>\n<h3>Ganancias y p\u00e9rdidas entre las ARS<\/h3>\n<p>De acuerdo con las cifras presentadas por el autor, las ARS privadas acumularon beneficios por RD$6,200.8 millones, mientras que las p\u00fablicas registraron RD$1,456.7 millones. En contraste, las ARS de autogesti\u00f3n presentaron resultados desiguales, con p\u00e9rdidas importantes en algunas entidades.<\/p>\n<p>El caso que m\u00e1s destaca es el del Seguro M\u00e9dico para los Maestros (SEMMA), que habr\u00eda acumulado p\u00e9rdidas por RD$2,937.3 millones durante el per\u00edodo analizado. D\u00edaz Santana considera necesario explicar el origen de ese d\u00e9ficit, c\u00f3mo se financia y qu\u00e9 consecuencias tiene para la atenci\u00f3n de sus afiliados.<\/p>\n<p>El especialista tambi\u00e9n se\u00f1ala que las ARS deben asumir un papel m\u00e1s activo en la defensa de los derechos de los afiliados, la orientaci\u00f3n de los usuarios y la detecci\u00f3n de fraudes y abusos, en lugar de limitarse a contratar y pagar servicios m\u00e9dicos.<\/p>\n<h3>Reformas pendientes y supervisi\u00f3n<\/h3>\n<p>Aunque considera razonables los resultados financieros generales dentro de un sistema con fuerte presencia de prestadores privados, D\u00edaz Santana advierte que persisten deficiencias en los servicios p\u00fablicos, indicadores de salud desfavorables y un elevado gasto familiar de bolsillo.<\/p>\n<p>Ante este panorama, la Fundaci\u00f3n Seguridad Social para Todos (FSSPT) plantea una nueva etapa en la administraci\u00f3n del riesgo, enfocada en prevenir desequilibrios financieros y garantizar servicios oportunos y de calidad.<\/p>\n<p>El autor tambi\u00e9n reclama una supervisi\u00f3n m\u00e1s rigurosa de la SISALRIL sobre todas las ARS y mayor
